On his first day as Governor, Mark Warner issued Executive Order 1, "Equal Opportunity," which prohibits discrimination in all facets of state government for many classes of people. Noticeably absent from the list of protected classes was sexual orientation. See Executive Order 1.

How is it that his very first executive order titled "Equal Opportunity" he excluded a community in the state which campaigned, contributed, and voted
for you in large numbers. I am referring to Gay and Lesbian Virginians who might have expected better from a governor whose campaign theme was "One Virginia.

Bad move? Good move?
