"Virginia Del. Robert G. Marshall (R-Prince William) is sponsoring a measure that would create three specialized license plates featuring an American flag and one of three mottoes: 'One Nation Under God,' 'God Bless America,' and 'Proud to Be an American.' The proceeds would go to a fund for relatives of the people who died at the Pentagon on Sept. 11.
