I write for the Board of Piedmont Mainstream Citizens, a local organization some seven years old that concerns itself with church and state issues.

In late November one of our members noticed a Legals announcement in The Daily Progress issued by the Industrial Development Authority of Albemarle County. It read in part: "a public hearing on the application of The Covenant School... requesting the Authority to issue up to ~14,000,000 of its revenue bonds ... to assist the School in financing or refinancing..."

I attended the December 9th hearing and voiced our concerns as to a governmental body, appointed by the County Board of Supervisors, assisting a private school with such a bond issue.

We certainly have nothing against any private school, but The Covenant School avowedly makes itself known as a Christian school, under the providence of God.

Our questions are these: why does The Covenant School seek a bond issue from a civil or governmental body? And is it constitutional for the Authority to so assist a nondenominational Christian institution?

A hearing will be held in Albemarle County Circuit Court on Monday, February 28th, at 2:00, at the County Courthouse. The Authority will be asking the Court to validate such a bond issue. We are questioning the propriety of that bond issue.
