I was in London at the end of January. It was quite obvious that the traffic was calmer in the part of London where the fee was assessed.

Compared to Paris, it was amazingly less congested. London has a great "tube" and I also rode on their light rail (all handicap accessible) and the bus. Wish we had more public transportation! One does not need a car there.

Don't think we are quite there yet.
