The Census Bureau won't include Mormon missionaries serving overseas in the count next year, since they see no reliable way to do it.

Military and federal employees overseas are counted, but attempts to come up with a way to count other Americans abroad--estimated to be as many as 6 million--have not panned out.

The state of Utah felt that they were unfairly denied a congressional seat after the last count, where a difference of fewer than 1,000 people gave the seat to North Carolina--which won out because of overseas military credited to places like Fort Bragg and Camp Lejeune. Utah has been petitioning since then, on the basis that their missionaries are an identifiable group, but the decision against them has now been made. (Dave Sagarin, August 17, 2009)
